A Welsh housing estate in Aberdare remains unfinished more than 10 years after residents initially moved in. Coed Dyffryn and Tir Founder Fields estate saw its first homes built in 2010, with the final properties completed a few years later. Despite this, the estate still faces numerous issues as residents report that Rhondda Cynon Taf County Borough Council has not adopted the incomplete development. Consequently, the roads have been left in a poor state, causing inconvenience to residents who continue to pay full council tax.
Residents have also highlighted problems with the drainage system, indicating that Welsh Water has been unable to adopt the estate, leading to unresolved drainage issues. Persimmon Homes, the developer responsible for the estate, has issued an apology to residents and stated their commitment to meeting their obligations. However, the latest contractor enlisted to complete the roads on the estate has ceased operations in Wales, resulting in further delays.
One resident, Hannah Long, shared her experience of living on the estate since 2015, expressing frustration over the state of the roads and drainage. She mentioned incidents where roads had to be dug up for drainage works, causing damage to vehicles due to poor road conditions. Residents have also faced sewage backup in their homes, with Welsh Water unable to provide assistance until the drainage system is fully adopted.
Another resident, Marian Long, voiced her exasperation at the persistent delays in addressing the estate’s issues, emphasising the impact on residents who have waited for years for improvements. Despite efforts to escalate concerns through the appropriate channels, residents feel that little progress has been made to resolve the outstanding matters.
In response to the situation, Persimmon Homes East Wales issued a statement expressing their regret for any inconvenience caused to residents and reiterating their commitment to fulfilling their responsibilities at the development. They acknowledged the challenges posed by the departure of the original contractor responsible for the necessary highways works, leading to the appointment of a new contractor to resume the works promptly.
The estate’s residents continue to await the completion of the development, with hopes for a resolution to the long-standing issues that have persisted for more than a decade. As the community navigates the ongoing challenges, they remain vigilant in advocating for the necessary improvements to ensure a safe and fully functioning living environment.
