A recent investigation by Trading Standards in Carmarthenshire, Wales, uncovered a concerning trend of vape shops selling e-cigarettes to underage individuals. A 15-year-old participated in the investigation, attempting to purchase vapes at various premises. Shockingly, the minor was able to buy vapes at eight out of the 66 establishments visited. This unlawful activity led to formal written warnings being issued to the offending sellers. The sale of e-cigarettes containing nicotine to individuals under 18 is a criminal offence.
The investigation revealed that most of the premises were compliant with the law, as only a small percentage sold vapes to the underage individual. Furthermore, online test purchasing was conducted using a supervised 13-year-old, who tried to buy vapes from 12 websites in Carmarthenshire. None of the online sellers completed the transaction, either refusing the sale at the ordering stage or cancelling it due to age verification issues. Additionally, the investigation looked into illicit vapes containing excessive levels of nicotine. While routine inspections did not detect any illegal products, sniffer dogs identified suspected illicit vapes at two out of four premises visited.
One of the premises had a significant quantity of vapes hidden behind a false wall in a storage room, while the other had vapes with elevated nicotine levels stashed away in a cupboard. Authorities seized all items and investigations into the matter are ongoing. While vaping is regarded as a potentially safer alternative to smoking traditional cigarettes, it is essential to note that it is not without risks and can be highly addictive. The NHS advises against vaping for non-smokers and individuals who have never smoked.
In response to the investigation findings, councillors discussed the growing issue of disposable vapes contributing to litter problems. Stricter regulations on disposable vape supply are set to be implemented in Wales in June. Council members also raised concerns about mixed messaging surrounding the safety of vaping, mentioning instances where teenagers were gifted vapes by their parents as a perceived safer alternative to smoking. Efforts to educate schools and the public on the risks associated with vaping are being explored.
The government is working on measures to make the packaging and flavours of vapes less appealing to young people to address the issue of underage vaping. While some councillors questioned the possibility of a complete ban on vapes, it was clarified that current efforts focus on reducing appeal rather than an outright prohibition.
