Senedd Offices in Urgent Need of Upgrade
The Senedd offices in Wales have been described as “crumbling” and “no longer fit for purpose,” sparking discussions about the future of the Senedd estate. The Senedd Commission is responsible for managing the estate, and one of the commissioners, Hefin David MS, recently appeared before the finance committee to discuss the “Cardiff Bay 2032” project. This project aims to secure office space for the future, as the lease on Tŷ Hywel, the office building next to the Senedd, is set to expire in 2032. Three potential options are being considered: renovating the current office building, constructing a new building, or a combination of both.
During the committee hearing on March 27, Mr David emphasised the importance of considering future options well in advance of the lease expiration date. He stressed the need to focus on achieving value for money by exploring alternative solutions now, rather than waiting until the last minute. The process of determining the best course of action could take up to seven years, illustrating the complexity of the decision-making process. A contract notice for future accommodation needs was issued at the beginning of the year, following careful planning involving commercial property advisors Avison Young and CBRE.
Ed Williams, the director of Senedd resources, highlighted the competitive nature of the process, indicating that multiple parties have expressed interest in providing office space for the Senedd. This has led to a formal procurement process to ensure transparency and efficiency in selecting the best option for the future. When questioned about the potential impact of the Senedd expanding from 60 to 96 members after the 2026 election, Mr David clarified that the primary concern is the deteriorating condition of Tŷ Hywel, rather than the increase in members. He described the current building as “no longer fit for purpose” due to its deteriorating state.
Despite uncertainties about the final cost and timeline, a decision on the preferred solution is expected to be made by December and will undergo further scrutiny by the Senedd. Mr David acknowledged the significance of making a well-informed decision that aligns with the budgetary constraints and future needs of the Senedd. He emphasised the importance of proactive planning to secure office space that meets the operational requirements of the Senedd while ensuring value for money.
As discussions continue regarding the future of the Senedd offices, stakeholders are keen to address the pressing issue of outdated and inadequate office facilities. The decision on whether to renovate the existing building, construct a new office block, or pursue a combined approach will shape the working environment for members of the Senedd for years to come.
