The cars were impounded under the section 59 Police Reform Act, granting authorities the jurisdiction to address the anti-social use of motor vehicles. This encompasses behaviour that causes or is likely to cause alarm, distress, or annoyance to the public, along with driving or riding carelessly, inconsiderately, or in an anti-social manner. Initially, drivers receive a warning under the act, which remains in effect for a year. Subsequent incidents of anti-social motor vehicle use by the driver will result in the confiscation of the vehicle.
