New Black Bin Collection Rules Implemented for Hard-to-Reach Areas in a Welsh County
A new policy for the collection of black bin bags in challenging locations across Neath Port Talbot in Wales has been officially adopted by the local council. The decision will impact approximately 3,000 properties in the area, requiring residents to place their black bag waste at the kerbside on waste collection day, moving forward.
According to a report presented to council members, Neath Port Talbot currently provides waste collection services to 67,000 properties, with over 3,000 of these located in outlying or hard-to-reach areas where the regular waste collection vehicles used for wheeled bin collections are unable to access. In these specific locations, waste collections are conducted using smaller vehicles that lack mechanical bin lifts, necessitating manual removal of each bag by the collection crews.
The operational challenges posed by the current method not only create time constraints but also raise significant health and safety concerns for the staff. Workers often have to manually retrieve bags from the bottom of the bins, leading to potential risks of lacerations or needle stick injuries. To address these issues, a formal policy has been introduced to ensure a more consistent and efficient waste collection service in these difficult-to-access areas.
The newly approved policy, which has reportedly been informally enforced in similar areas for some time, was unanimously agreed upon by members at a recent cabinet meeting. In an effort to streamline the process and prevent any confusion, residents living in areas designated for small vehicle black bag collection rounds will receive written notifications of the upcoming changes, set to take effect from April 1, 2025.
The council emphasised that while residents are not provided with wheeled bins in these locations, they are supplied with black bags for waste disposal. It is essential that residents remove the black bags from any storage containers and place them directly at the kerbside on the designated waste collection day. This adjustment aims to facilitate smoother waste collection operations and enhance the overall service delivery in Neath Port Talbot.
