The Senedd building in Cardiff Bay is set to undergo a significant transformation as construction work commences to accommodate an increase in the number of politicians and staff. The upcoming Senedd election in May 2026 will see the number of Members of the Senedd (MSs) rise from 60 to 96, necessitating a larger chamber. With the current chamber unable to accommodate the growing numbers, the construction work is vital to prepare for the expanded capacity.

Starting on Tuesday, April 2, the current Senedd chamber will be temporarily closed until spring 2026 to allow for the necessary renovations. The project also includes modifications to the wider Senedd estate, including the adjacent office building Ty Hywel. The costs for the physical alterations are covered by the Senedd Commission’s budget, with a draft budget for 2025-26 allocating £3.8m for capital expenses related to the expansion of the chamber and office spaces.

Over the next eight years, the total estimated cost for the renovation project, including the expansion of the chamber and the construction of new offices in Ty Hywel, ranges from £5.78m to £5.98m. Additionally, ongoing staff and support expenses are projected to amount to between £82.2m and £100m over the same period. These investments are aimed at ensuring the Senedd can effectively carry out its legislative functions and accommodate the increased workload.

The refurbishment plans include structural changes such as removing walls to install additional desks, creating new lobbies, enhancing accessibility by eliminating steps, and upgrading lighting and audio equipment. The ceremonial mace will also be relocated to the new chamber, while the current chamber will be repurposed for plenary meetings and committee sessions during the construction period.

While the building work is underway, Senedd members will convene in the original debating chamber, Siambr Hywel, for their regular plenary meetings. The public gallery will remain open for visitors, allowing them to observe the proceedings. Despite the temporary closure of certain areas, the main Senedd building will continue to be accessible to the public, with events, tours, and exhibitions scheduled to take place throughout the construction period.

Llywydd of the Senedd, Elin Jones MS, expressed her pride in the institution’s evolution and adaptation to better serve the people of Wales. The forthcoming changes to the Senedd building are seen as crucial in modernising and future-proofing the parliament, ensuring its suitability for the next century. As the construction work progresses, the Senedd remains committed to its democratic duties, with plans in place to minimise disruptions and maintain transparency during the renovation process.

In conclusion, the expansion and renovation of the Senedd building signify a significant milestone in Wales’ democratic journey, reflecting the evolving needs of the parliamentary system. The investment in infrastructure and facilities will enable the Senedd to operate efficiently and accommodate a larger cohort of politicians, fostering a more robust and responsive governance structure for the benefit of the Welsh population.
