‘I’ve been rejected for a Blue Badge three times – and it’s heartbreaking’

A father in Wales has faced heartbreak after being rejected three times for a Blue Badge for his disabled son, despite providing evidence to support the application. Andrew Moyes shared the challenges he has encountered in trying to secure a Blue Badge from Wirral Council for his son, who was diagnosed with severe autism, global developmental delay, and hypermobility at a young age. Despite his son’s complex medical issues and the impact on their daily life, including the need to carry his son long distances due to fatigue or meltdowns, Andrew’s applications have been turned down multiple times.

The process of applying for a Blue Badge has taken a toll on Andrew’s mental health, with the frustration of providing sensitive videos and evidence to substantiate his son’s case to what he describes as a “faceless stranger.” The inability to find a parking space can lead to distressing situations where Andrew or his son may get hurt. Andrew highlighted that a Blue Badge would significantly help in alleviating these challenges, especially during episodes when his son cannot walk or is in distress.

Despite Andrew’s son meeting the eligibility criteria for a Blue Badge as per Wirral Council’s guidelines for hidden disabilities, including struggles with journeys and risks of harm, the applications were rejected citing a “lack of evidence of psychological trauma.” Andrew has expressed his disappointment and the emotional toll of having to fight for something essential to prevent harm to his son and himself.

In response to such cases, Wirral Council announced a review of its Blue Badge policy in 2021 following data indicating disparities in approvals for those with non-visible disabilities. The council introduced measures to enhance the service, including better collaboration with other authorities, staff training with Autism Together, and a dedicated role for assisting applicants. A spokesperson from Wirral Council reiterated their commitment to supporting applicants meeting the Blue Badge criteria, emphasizing the importance of providing detailed information and evidence to ensure fair decision-making.

Andrew’s story reflects a larger issue faced by families of individuals with hidden disabilities who struggle to access the essential support needed for their daily lives. The challenges highlighted in Andrew’s case shed light on the need for more understanding and streamlined processes to cater to the diverse needs of individuals with disabilities.
