Last year, Cardiff Council disclosed its intention to eliminate free parking at various locations including Llandaff, Whitchurch, Rhiwbina, and Llanishen. The decision was made as the council faced a significant budget shortfall, requiring savings of £30 million for the 2024-25 financial year.

Local councillor for Llandaff, Cllr Sean Driscoll initiated a petition against the removal of free parking in the area, garnering over 3,340 signatures. Concerns have been raised that the implementation of parking charges could adversely affect local businesses that heavily rely on easy access for customers.

During a visit to Llandaff in April 2024, residents expressed apprehension over the potential impact on businesses, particularly on passing trade and the overall economic vitality of the area. Elderly residents also highlighted concerns about access to essential services such as medical appointments and community activities, emphasizing the importance of free parking for them.

In response, Cardiff Council stated that the decision to introduce parking charges was necessary to address the challenging budgetary constraints and that any surplus income would be reinvested in transportation infrastructure to enhance public transport, walking, and cycling facilities in the city. The local authority aims to reduce congestion and improve air quality by encouraging residents and visitors to opt for more sustainable modes of transport.
