First Minister Eluned Morgan will decide the fate of Cardiff Parkway project

First Minister Eluned Morgan is set to determine the future of the Cardiff Parkway project, a proposed mainline train station and integrated business park on the outskirts of Cardiff that could potentially create around 5,000 new jobs. The project was called in for planning determination by the Welsh Government as a development of national significance almost two years ago and has since received cross-party support, along with planning consent from Cardiff Council in 2022.

A public hearing conducted by the Welsh Government’s Planning and Environment Decision Wales (PEDW) was delayed due to an administrative error but eventually affirmed its support for the project last October. However, subsequent updates to planning policy prompted a reassessment of the project’s approval recommendation, leading to a second public hearing earlier this year. The project, spearheaded by Cardiff Parkway Developments Ltd, in which the Welsh Government holds a 10% equity stake, aims to deliver a 900,000 sq ft business park with the potential to uplift the Cardiff Capital Region by up to £265m annually and £5bn over a 20-year period.

The business park is projected to offer a mix of employment space, including grade A office, R&D, tech space, and advanced manufacturing facilities. This specialist space is deemed crucial for attracting inward investment and fostering high-skilled job creation in Wales. Engineering company Rolls-Royce has identified the site as suitable for a hub in connection with a substantial government contract, potentially generating thousands of new jobs.

First Minister Eluned Morgan recently confirmed during a session of First Minister Questions that she will personally make the final decision on the project’s planning application. The proposal, endorsed by the Burns Commission, is seen as a significant transport and economic development initiative that could transform the region’s job market and infrastructure. With anticipation building for the project’s approval decision, stakeholders are preparing for potential adjustments to business and financial plans to accommodate any planning delays and cost escalations.

If given the green light, the Cardiff Parkway project would mark a milestone for Cardiff’s economic landscape, providing much-needed employment opportunities and specialised facilities that are currently lacking in the city centre.
