Shocking CCTV footage has revealed a chilling sight of a sexual predator, Leo Payne, prowling the streets of Swansea in search of women to target. The 20-year-old offender was captured on camera looking for lone females, even exposing himself in public. In a recent sentencing at Swansea Crown Court, it was disclosed that within an hour, Payne assaulted and attempted to rape two women in the city centre. One of the victims was threatened with a knife during the attack.
During his crime spree, Payne also followed several other women, walked around with his trousers down, and performed indecent acts in front of passing motorists. Additionally, he assaulted a man who tried to intervene after becoming concerned about Payne’s behaviour towards a female. CCTV footage from the night of the incidents displayed Payne’s grotesque actions in Swansea city centre.
In court, Carina Hughes, the prosecutor, explained that all of Payne’s offences occurred in June of this year in Swansea city centre, with his primary motive being sexual. The horrific incidents involved Payne following and attacking women, making threats with a knife, and engaging in sexual assault.
One particularly harrowing incident involved Payne attacking a lone woman and threatening her with a knife. Despite her brave attempts to fend him off, Payne continued his assault until interrupted by passers-by. Another incident saw Payne exposing himself and performing indecent acts in public. His behaviour raised concerns among witnesses and law enforcement.
Following a police investigation, Payne was identified and traced to an address in Swansea. He initially provided a false name to officers but later revealed his true identity. In court proceedings, Payne pleaded guilty to multiple charges, including attempted rape, sexual assault, exposure, and unlawful wounding. Judge Paul Thomas KC handed Payne a 16-year extended sentence, highlighting the severity and unprecedented nature of his crimes.
The judge emphasised the disturbing and bizarre nature of Payne’s actions, expressing concern over his lack of remorse or insight into his offending. Payne’s sentence includes a custody period of 11 years and three months followed by a licence period of three years and nine months. Despite being eligible for release after serving two-thirds of the custodial term, Payne’s status as a registered sex offender will endure indefinitely.
The judge’s decision underscored the gravity of Payne’s offences and the urgent need to protect the public from individuals capable of such heinous acts.
