New ‘buffer zones’ are set to be established outside abortion clinics in England and Wales in an effort to safeguard women accessing abortion services. Starting from October 31, it will be illegal to engage in protests within 150 metres of facilities providing abortion services. The new law aims to prevent any actions that could influence, obstruct, or cause distress to individuals seeking or working at these premises intentionally or recklessly.
The decision to introduce buffer zones follows a delay in implementation that stemmed from debates surrounding silent prayer under the previous Conservative government. Campaigners advocating for safe access zones raised concerns that failing to prohibit silent prayer would weaken the law, while anti-abortion groups argued that such a ban could infringe upon their freedom of expression and religious beliefs. It is anticipated that silent prayer could fall within the ambit of the new legislation.
Violating the regulations prohibiting protests near abortion clinics could result in an unlimited fine under the Public Order Act. This move aligns with efforts to ensure that women have unimpeded access to abortion services by creating safe zones around clinics. Similar legislation has already been put into effect in other UK regions, such as Northern Ireland and soon in Scotland.
Minister for Safeguarding Jess Philips emphasized the importance of upholding women’s access to abortion services without facing intimidation or harassment. The introduction of buffer zones aims to provide essential protections to abortion clinics and ensure a safer environment for women seeking healthcare services. Stakeholders, including the British Pregnancy Advisory Service and MSI Reproductive Choices, welcomed the new measures as vital for protecting women and healthcare workers from harassment.
However, some groups, like Right To Life UK, expressed concerns that the zones could impede the support provided by volunteers outside clinics, affecting women’s choices and access to assistance. Overall, the establishment of buffer zones outside abortion clinics represents a significant step towards ensuring the safety, dignity, and well-being of individuals accessing healthcare facilities without facing harassment or intimidation.
