Billy Joel fans heading to Cardiff for his only European tour date on August 9 have been warned to expect delays due to roadworks on the M4 Prince of Wales Bridge. National Highways advised concertgoers to plan ahead and allow extra travel time. Cardiff is expected to be busy with road closures around the stadium from 3pm to midnight. Roads affected include Kingsway, Cowbridge Road East, Tudor Street, and others. Penarth Road will be closed before and after the concert for safety reasons for train passengers. Access to certain areas will be restricted throughout the day.
