Areas for improvement have been identified in Neath Port Talbot Council’s adult services, as highlighted in an assurance check conducted by Care Inspectorate Wales. The assessment, carried out in September to evaluate the performance of social services, recognised both strengths and areas that require enhancement. The evaluation was based on the four principles of the Social Services and Well-being (Wales) Act 2014 and examined aspects such as prevention strategies, partnerships, integration, and overall wellbeing support. Key areas of focus included the management of waiting lists for adult services, ensuring protection against abuse and neglect, and facilitating independence for individuals to live autonomously for an extended period.
During a monthly scrutiny meeting held in December, the findings of the review were deliberated, shedding light on the service’s effectiveness in a region noted for having the highest concentration of informal carers in Wales. Feedback from carers revealed challenges in accessing support services and raised concerns about the inconsistent quality, accessibility, and timeliness of assessments, reviews, and offered services. Delays in receiving direct payments, lack of consistent recording of safeguarding assessments, decisions, and outcomes, alongside limited community services, were among the highlighted areas needing improvement. In addition to the identified areas for improvement, the inspection recognised several strengths within the service, including visible and accessible leadership, provision of quality supervision meeting staff development needs, prompt and proportionate responses to safeguarding inquiries, and respectful treatment of individuals reaching out to social services. Moreover, practitioners were commended for their enthusiasm towards their work. The assessment comes at a time when financial constraints and service demands are mounting across all council departments, with the local authority cautioning of a potential £23 million deficit in the upcoming budget cycle.
