Council to decide on future of Neath Port Talbot’s leisure services

Neath Port Talbot Council is facing a crucial decision regarding the future of its leisure services, as plans to transfer control from Celtic Leisure to the local council have been delayed possibly for another five years. Originally, the transfer was scheduled to be completed by April 2023, with the aim of granting the local council full control over all leisure centres and facilities in the area. This move was intended to provide a more cohesive approach to operating hours and service delivery across the borough.

The facilities earmarked for transfer include popular sites such as Aberavon Leisure and Fitness Centre, the Aquasplash park, and Neath Sports Centre, along with the transfer of staff to the employment of the local authority. However, due to current financial constraints faced by the council, these plans have been postponed until at least 2025, with discussions around the possibility of a further delay of up to five years.

During a recent scrutiny committee meeting on September 12, council members deliberated on three potential options for the future of leisure services. One option suggested bringing leisure services back under the council’s management starting from April 1, 2025, although concerns were raised about affordability and the potential need for a council tax increase of around 2%.

Alternatively, the council could consider extending the contract with Celtic Leisure for another five years from April 1, 2025, either maintaining the existing terms and conditions or revising them based on input from trade union representatives. A council spokesperson highlighted that the recommended option is to extend the current contract, as it offers the best value for money, safeguards jobs and services, and includes a £1 million investment fund to enhance business sustainability and public services.

Following the scrutiny meeting, the proposals will now be presented to the council’s cabinet for a final decision on October 2, 2024.
