A Welsh construction company has been handed a hefty fine and instructed to cover costs exceeding £10,000 for contaminating a river during its housing development project. Llanmoor Development Co Ltd, also known as Llanmoor Homes, situated in Talbot Green, Rhondda Cynon Taf, discharged construction waste that flowed into the Nant Kenfig tributary at its Parc Tondu housing estate in Bridgend, resulting in pollution. Initially appearing at Cardiff Magistrates Court in August, the company pleaded guilty to several charges related to illegal water discharges between August 2021 and March 2022. During a sentencing session on January 2, it was revealed that members of the local fishing club – Ogmore Angling Association – reported the company and its subcontractor for failing to prevent silt and mud-laden surface water from entering the Nant Kenfig tributary that feeds into the River Ogmore.
Tests conducted by Natural Resources Wales downstream of the Tondu site discovered “very high levels of suspended solids,” indicating severe silt pollution. This kind of pollution can have a detrimental impact on the water quality and ecosystem of rivers, potentially harming insects, plants, and fish, as well as inhibiting fish egg spawning and hatching. The court imposed a fine of £4,000 on the company, in addition to ordering them to pay £6,280 in costs to Natural Resources Wales and a victim surcharge of £190, amounting to a total of £10,470 to be settled within 28 days. Fiona Hourahine, operations manager at Natural Resources Wales, highlighted the company’s negligence in not implementing proper pollution mitigation measures as required by its planning conditions. She emphasized the importance of safeguarding the environment and wildlife, vowing to rigorously enforce environmental regulations and prosecute offenders who cause severe or deliberate harm.
Hourahine expressed gratitude towards the Ogmore Angling Association for promptly reporting the pollution incidents, enabling swift action to identify the source and gather evidence for the prosecution.
