Camera surveillance considered to stop off road vehicles damaging old coal tips

Camera surveillance is being considered by Rhondda Cynon Taf Council to prevent off-road vehicles from damaging old coal tips in the area. A report presented to the council’s overview and scrutiny committee discussed ongoing issues faced by the tips team and proposed a proactive approach involving the use of trail cameras to monitor the most at-risk tips. The report highlighted a specific problem at the Tylorstown tip, where damage caused by people riding scrambler bikes has been observed. The council is emphasising the importance of educating off-roaders about the damage caused not only to the tip infrastructure but also to the ecology and public amenity provided by these sites.

In addition to camera surveillance, the council is exploring educational initiatives through school engagement and the installation of signs to raise awareness among off-roaders. A camera surveillance strategy policy has been drafted, pending verification by senior management to ensure compliance with GDPR protocols before any physical cameras can be installed. Meanwhile, as part of the Tylorstown tip’s phase four works, the council is developing a long-term land management plan for the hillside.

Progress at the site of the Tylorstown landslide in February 2020, during Storm Dennis, has been significant. The council has implemented a four-phase remediation plan, with emergency clearance work in the aftermath of the landslide followed by removal of slipped material and reinstatement of the river channel. Subsequent efforts have focused on stabilising the slope, planting trees and shrubs, as well as enhancing biodiversity.

The council’s proactive approach and commitment to safeguarding these historic sites demonstrate their dedication to preserving the local environment and heritage. By utilising technology such as camera surveillance alongside educational campaigns, Rhondda Cynon Taf Council aims to address the challenges posed by off-road vehicles while promoting sustainable land management practices for the future.
