An unlicensed puppy breeder, Tammy Hart, was found keeping 29 dogs in cramped and filthy conditions at her home in Blackwood, Caerphilly. The animals were discovered in pens covered in faeces and urine, with serious health issues, including one puppy with deformities. Hart, 48, had been running a puppy farm and had advertised 17 litters for sale between September 2021 and May 2022, selling puppies for upwards of £1,500 each. However, she failed to renew her licence, prompting officers to investigate.
Despite previous attempts to inspect the premises being thwarted by Hart’s excuses, officers from Caerphilly Council’s licensing department executed a search warrant in November 2022. They found 29 puppies living in squalid conditions, lacking proper space, bedding, and stimulation. Many of the puppies were undernourished and suffering from dental issues. One nine-week-old shih tzu puppy was discovered with health problems, including an undershot jaw and an extended abdomen.
In court, Hart pleaded guilty to multiple charges, including causing unnecessary suffering to animals and operating without a proper licence. The judge noted her previous convictions but also considered her alcohol issues, anxiety diagnosis, and personal struggles. Hart was sentenced to 16 weeks in prison, suspended for 52 weeks, and banned from keeping animals for seven years.
Caerphilly Council commented on the seriousness of unlicensed dog breeding and emphasized the importance of adhering to regulations for the welfare of animals. They hope Hart’s case will serve as a deterrent to others operating illegally and encourage prospective breeders to seek proper licensing and guidance. The council reminded the public to contact their licensing team for advice on responsible dog breeding practices.
