Rhondda Cynon Taf Council has decided to extend the ban on street drinking and substance use in town centres for another three years as part of efforts to combat anti-social behaviour. The public space protection order (PSPO) includes two “exclusion zones” aimed at regulating the consumption of intoxicating substances, such as alcohol, in public areas within Aberdare and Pontypridd town centres.
The current PSPO, which has been in effect since October 1, 2021, will now be extended until October 1, 2024, following approval by the cabinet on Monday, September 23. Under the PSPO, individuals found breaching the conditions may face a fixed penalty notice of £100, enforceable by authorised officers. The restrictions prohibit consuming alcohol or possessing alcohol containers in public places without a valid reason or failing to comply with requests to cease drinking from an authorised officer.
Exemptions to the ban include premises licensed to supply alcohol, club premises authorized for alcohol supply, areas within the premises’ curtilage, and locations where the sale or consumption of alcohol is permitted under the Highways Act. The PSPO also prohibits consuming or using intoxicating substances like ingesting, inhaling, or injecting them in public spaces unless exempted for medicinal use, animal remedies, or specific regulated products.
Individuals found violating the intoxicating substance ban within the exclusion zones will be required to surrender all substances in their possession. Exceptions apply to substances used for medicinal purposes, animal care, cigarettes, vaporisers, and foodstuffs regulated by health and safety laws. The council’s decision aims to maintain public order and safety by regulating substance use in key areas of RCT.
