Welsh Government issues update on tax break for schools

The Welsh Government has launched a consultation regarding plans to eliminate a tax break for select fee-charging schools. The proposed change, effective from April 1, 2025, would mean that several private schools in Wales currently benefiting from charitable non-domestic rates relief would cease to receive this relief. In Wales, private schools are classified as independent schools, with 83 such schools registered in the country, of which 17 receive charitable non-domestic rates relief amounting to about £1.3m annually. The funds saved from ending this tax relief would be redirected to support local public services. The objective of this consultation is to align independent schools with charitable status in Wales with the regulations applicable to other independent schools in the country.

Finance secretary Mark Drakeford stated, “We believe that independent schools with charitable status in Wales should be treated in the same way as those which are not charities, which is why we are proposing removing this tax relief.” This move aims to bring Wales in line with Scotland, with similar changes also planned by the UK Government for schools in England. The consultation document outlines the Welsh Government’s proposal and invites feedback from stakeholders. The consultation period will span 12 weeks from September 23, with responses expected by December 16, 2024.
